Aha, you can just click edit in the left pan on the tag you want to change and remove its current parent.

Some tags are nested under other tags, such as technology/database. I would like the ability to promote a tag so that it is no longer nested. This would allow technology and database to function as separate parent tags. Essentially, I want to move the tag up one level in the hierarchy, making it independent from its current parent tag.
